I was watching a game last week where a team were awarded a penalty, as the penalty taker placed the ball on the spot and turned and walked away a player from the opposing team ran in and picked up the ball and jogged away with it, obviously playing mind games with the penalty taker.

Three or four players tried to get the ball from him but he refused for a good 30 seconds before eventually throwing back into the penalty area. The penalty taker again placed the ball on the spot and when the ref blew for him to the take the kick he started to run and the same opposing player pulled him back by his shirt.

Surely that counts as preventing a goalscoring opportunity?

If I was through on goal and he pulled me down like that he would have been sent off.

The referee and his assistants has absolutely no idea how to deal with this situation and after much discussion he was yellow carded.

Is it not preventing a goalscoring opportunity if it is not in open play
